Report

on Ordinance No.9 of 1883.

I have examined the accompanying Ordinance being an Ordinance entitled "The Merchant Shipping (Consolidation) Ordinance, 1879, Amendment Ordinance, 1883", and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.

Under section 24 of Ordinances of 1879 the Governor in Council was authorized to make quarantine regulations for two classes of cases.

1. As to ships arriving in the waters of the Colony with disease on board.
